DUTIES AND RESPONSIBILITY OF MEDICAL SUPERINTENDENT

 

MEDICAL SUPERINTENDENT

GENERAL

  1. He will be responsible for regular supervisory rounds of all wards and departments and premises and maintenance of clean atmosphere in the hospital for necessary equipment’s and purchase of Drugs, equipment’s
  2. for official correspondence for hospital administration
  3. for arrangement of duty roster for Emergency/Day ward Medical officers, Nurses and Group D officials in consultation with Resident Medical Officer/Matron
  4. for promotion of good relation between all categories of staff and public
  5. for enforcing strict discipline in the subordinate teaching and non-teaching staff
  6. for maintenance of attendance registers
  7. for Investigations of complaints and reports
  8. for ensuring adequate supply of essential drugs by purchase within delegation of powers and sending indent of drugs to DME
  9. for supervision and maintenance of service registers of non-teaching staff members (NGO)
  10. for supervision and maintenance of building with the help of PWD staff
  11. for sanction of all types of leave to non-teaching staff members of the hospital and CL of teaching staff and maintenance of their records
  12. for clearance of medico-legal aspects of cases in the Hospital for overall supervision of the Hospital Necessaries such as Linen, Drugs, Dietary Services and such other items required for the day to day patient-care to exercise such other administrative and financial delegated to him by the Director from time to time to procure the Hospital Necessary Items, Surgical Items, Drugs and IV fluids, X-ray and accessories, Linen and bedding, Laboratory chemicals, Blood bank items and medical instruments to the different departments of the hospital. The Officer has to call for the quotations for the purchase of above items from the different firms, scrutinize it, test the samples and to stock the items well in advance on the recommendations of the Drugs Sub-Committee and to get the approval from the) Director for the purchase of the same. to supervise the Nursing staff in providing proper
  13. for arranging inter-departmental meetings to sort out any problems
  14. to administration pertaining to maintenance and conduct of school, of Nursing examination, Nursing, students welfare and control and regulation of B.Sc., M.Sc., Nursing students postings to hospital in coordination with college Principals
  15. for Hospital Biomedical Waste Management as per the Government Order

To declare stores as obsolete, surplus or unserviceable when the stores have become obsolete, surplus or unserviceable in. the normal course and where responsibility could not be fixed

Rs.2,000/- each case and Rs. 1,000/- per annum as per the advice of the Condemnation Committee (Medical)

To order for replacements of parts, servicing, repairs and maintenance of X-ray equipment’s

Rs. 1,000/- each case and Rs.5,000/- per annum

To order for replacements of parts, servicing, repairs and maintenance of Sterilizers, microscopes and other equipment’s

Rs.500/- each and Rs.5,000/- per annum

To order for replacements of parts, servicing, repairs and maintenance of

Linen and Bedding and Clothing

Rs.3,000/- per annum

05

To write off the following subjects and subjects and submit a statement of such write off to the Director every half year.

Value of stores of Institute’s money lost other than by fraud or negligence of any officer/official of the Institute. Irrecoverable items of the Institute revenue.

Rs.100/- each case and Rs.2000 per annum

To incur funeral expenses as per scales laid down by the State Government or by the Governing Council

Full powers.

To condemn and order for the disposal of items barred drugs under reasonable circumstances

Rs.5,000/- per annum subject to recommendations by the committee

To condemn linen which have become unserviceable by fair wear and tear to order its- disposal.

Full powers subject to recommendation of the Condemnation Committee

To countersign the medical reimbursement bills - Except that of Institute’s staff

To sanction purchase of blood from Blood Donors

Full powers

To purchase wall clock, time pieces, bicycles and other articles of office equipment after observing rules of purchase

Rs.800/- each time and Rs.5000/- per annum

To order for repairs and maintenance of motor vehicles, petty repairs including replacement of missing or worn out parts except tires and tubes

Rs. 1,000 per annum per light vehicles

To order for minor overhauls of vehicles

Rs.750/- per light vehicles per annum

He will preside over the Clinical Review Board meetings in the absence of the Director

He will attend to any other functions and duties entrusted to him by the Director from time to time

He will cause annual stock verification of equipment’s, apparatus, instruments, drugs as on 31st March and complete the work before the close of April and submit a report to the Director.

To permit the Group C and D staff (Nurses and Class IV) of the Hospital to leave Head Quarters during Holidays and leave

He will take prompt action for the purchase of drugs as per recommendation of the drug committee and as per rules i.e., either from Rate Contract approved firms, sole manufacturers of Government of India or Government of Karnataka Undertakings or obtaining quotations of tenders as per rules.

He could sanction the purchase of Diet Articles as per rules

preferably from Janatha Bazaar or Co-operative Societies

Rs.5,000/- each time

He will approve the regular indents of Diet necessaries and

approved urgent local purchase of diet articles

Rs.500/- each time and Rs.1200/- per Annum

He could sanction the purchase of linen articles on the recommendations of the Linen-Committee and as per rules from Karnataka co-operative Marketing. Federation/Janatha Bazaar/Priyadarshini Handloom House ' or a co-operative Society

Rs. 10,000/- each time

 

FINANCIAL POWERS

PATIENT CARE

  1. He will do ward rounds along with Resident Medical Officer once a day and take necessary steps to improve patient care services
  2. The Medical Superintendent shall be assisted by the Resident Medical Officer in maintaining the day to day patient care services and cleanliness of the hospital on round-the-clock service. 

NURSING CARE

  1. Medical Superintendent shall be assisted by the Nursing Superintendent Gr-I and Is.
  2. The Nursing Superintendent Gr-I shall be assisted with a team of Nursing Superintendent Gr-II with the following duties;
  3. Supervision of Ward and its surrounding regarding its hygiene
  4. Supervision of Staff posted
  5. Essential equipment’s maintenance (Oxygen cylinder, BP apparatus and Emergency drugs)
  6. Documentation - Death, Bill settling, Drugs, Linen, Diet etc,.
  7. Allotment of duties for the Staff Nurse and Group D
  8. Reporting to higher authorities wherever and whenever necessary
  9. Counselling for visiting Student Nurses
  10. The Gr-II Nursing Superintendents will be assisted by the
  11. Staff Nurse in discharging the following duties round-the-clock
  12. Ward maintenance - bed making
  13. Patient care and treatment - administering Drugs, suitable diet
  14. Admission and Discharge of the patients
  15. Counselling the patients and attenders
  16. Providing guidelines for Personnel hygiene and pressure points to the patient
  17. Documentation - Patients treatment, Linen, Inventory of drugs, registers
  18. Maintenance - Rounds with doctors, Medical staff of the Institute and to adhere to the instructions of the doctors
  19. Actively involved in preparing the patient for Surgery (Pre and Post operative care), Investigation.
  20. Ward Management
  21. Segregation of Bio-Medical Waste
  22. Handing and taking over charges (bed by bed in each shift)
  23. Cleanliness of the ward
  24. Death procedures
  25. Accounts settling
  26. Account settling
  27. Cordial relationship with patients and attenders 

 

SUPERVISION OF DIET SERVICES

  1. He shall entitle to take decision regarding providing free treatment and to waive off hospital charges to patients as per the norms laid down by the Institute
  2. He shall scrutinize all the attendance registers after grace period and to mark ‘X’ or in all cases of late coming/unauthorized absence.
  3. He shall entitle to permit purchase whether Medical or Non-medical to the time of Rs. 1,000/-in each case.
